Quantum & Cost Advisory

Clarity on cost. Confidence in your commercial position.

Independent quantity surveying, construction cost and quantum advice for live projects, payment matters, final accounts, claims and disputes across Singapore and Asia-Pacific.
Overview

Know what the work is worth, and why.

Construction cost issues rarely arise in isolation. Variations, changed working conditions, programme slippage, incomplete records and disputed valuations can all affect the financial position. We bring commercial judgment and evidence-led analysis to the measurement, valuation and assessment of construction costs and claims.

John Leong, Executive Advisor – Contractual, Quantum & Dispute Resolution, leads our quantity surveying, cost and quantum advisory support. This includes variation valuations, payment assessments, final accounts, prolongation costs, loss and expense, and independent quantum reviews. His contractual experience helps connect each valuation to the relevant scope, contract provisions and supporting evidence.

Where additional cost is said to arise from delay or disruption, quantum assessment can be coordinated with Sam Nason's programming, extension-of-time and forensic delay analysis. We distinguish entitlement, causation and valuation so that conclusions are transparent and can be tested.

Support may be commissioned for a single valuation or dispute, throughout project delivery, at close-out or across a wider project portfolio. We also assist legal advisers with independent quantum analysis and supporting reports, subject to the agreed scope, conflicts and independence requirements.

Frequently asked questions

Practical answers before the engagement begins.

When should we engage a quantum or cost adviser?
As early as possible when a variation, payment issue, cost overrun or final-account disagreement becomes material. Early involvement helps establish the records, valuation basis and contractual context before positions harden. We can also assess existing claims and disputes.
Can you review a variation, payment claim or final account?
Yes. We can independently measure, value and review disputed work or costs, prepare supporting valuation schedules, and identify missing substantiation or material differences between the parties' assessments. The precise work depends on the contract and records available.
Do you assess prolongation costs and loss and expense?
Yes. We can examine site overheads, preliminaries, labour, plant, subcontract costs and other relevant financial records. Where the claim depends on delay or disruption, the cost assessment is coordinated with a separate analysis of time impact and causation, as required.
Can you assist with Singapore SOPA adjudication?
We can provide commercial and quantum assessments, supporting calculations, document reviews and technical assistance for payment claims or adjudication preparation. We do not replace legal counsel; statutory compliance, procedural deadlines and legal representation should be addressed with appropriately qualified lawyers.
What is the difference between Quantum & Cost Advisory and Contractual Claims Advisory?
Quantum & Cost Advisory focuses on measurement, valuation, financial substantiation and cost exposure. Contractual Claims Advisory focuses on entitlement, notices, contract administration and claim strategy. Many matters require both, and we can coordinate the disciplines under a single agreed scope.
Can you provide cost support across a portfolio rather than one project?
Yes. A portfolio arrangement can provide continuity across variations, payment assessments, final accounts and emerging cost risks on multiple projects. It can be more efficient than commissioning separate reviews once disputes have developed.
